They typically allow organizers to announce the schedule and topics, register participants, and document the results.

Nosu (formerly Sprint.dev) - AI tools to manage hackathons, aiming to upend tech recruiting by quantifying hackathon performance.
Stackref (docs) - Internal hackathon and ideation, with cloud provisioning and judging features.
TAIKAI (www) - Connects creators and companies, using hackathons, bounties and hiring challenges.
These projects, while open source, are not showing signs of active maintenance (a release in the past year). Please contact us if you think otherwise! They might need your help, or have valuable content that could be reused.
